The tobacco companies tried to market a device that worked exactly like modern Electronic Cigarettes way back in 2003, but because it looked so awful, the market rejected it. All the relevant bodies were quite ready to endorse this (nicotine taxed) device at the time. However, when a clever Chinaman figures out how to shrink the mechanism into something smaller that could be mass-produced cheaply, suddenly their use by the general public is purported to be fraught with danger.
